The Iraqi judiciary adopts a new mechanism for retrial using video conference technology.
The Supreme Judicial Council announced the adoption of a new mechanism for submitting requests for re-investigation and retrial to the specialized judicial committees responsible for implementing the provisions of the General Amnesty Law.

In a statement issued on Thursday (October 23, 2025), the Council said, "The new mechanism will be implemented in the governorates where the trial was initially conducted. The judicial committees will request case files from the courts to which the case was transferred, study them, and refer them to the court that initially issued the ruling for retrial using video conferencing technology. This allows convicts to remain in correctional facilities during the trial sessions."

The Council held its fourteenth session this morning, Thursday, chaired by the President of the Federal Court of Cassation, Judge Faiq Zidane. During the session, a number of judges and public prosecutors were promoted, in addition to transfers, secondments, and the granting of judicial positions in accordance with the requirements of the public interest.

The statement added, "The Council expressed its thanks and appreciation to the Chief Public Prosecutor, Najm Abdullah Ahmed, the Chairman of the Judicial Supervision Authority, Judge Laith Jabr Hamza, and the judicial supervisors, Nasser Saadoun Zaji, Hussam Abdul Amir Mohsen, Adel Khadir Abbas, Bashar Jabbar Khishish, and Ali Anwar Dalf, in appreciation of their field efforts in the Courts of Appeal."

The Council also expressed its appreciation to the Presidents of the Courts of Appeal of Basra, Najaf, and Dhi Qar, Judges Adel Abdul Razzaq Abbas, Hassan Sodi Hassan, and Ali Abdul Ghani Jalab, for their role in developing the buildings of their respective courts."

It noted that, "As part of the Supreme Judicial Council's efforts to keep pace with technological developments and reduce the burden on citizens, it has decided to adopt a new mechanism for submitting requests for re-investigation and retrial to the specialized judicial committees to implement the provisions of Amnesty Law No. (27) of 2016, as amended by Law No. (2) of 2025, in the governorates where the trial initially took place."

He explained that "these committees are responsible for requesting case files from the courts to which the case has been transferred, studying them, and referring them to the court that initially issued the ruling for a retrial using video conferencing technology, which allows convicts to remain in correctional facilities during trial sessions."
